Since Bilbo went There and Came Back Again, stories have been circulating in the Shire. Of course, most right-thinking hobbits laugh at tales of dragons and orcs in faraway places, or just pass the story on to their neighbours. But, then, there are always the adventurous ones. Perhaps they will only make it to Bree, or to Rivendell where elves yet dwell. Or, perhaps, they will stay for the Long Road, and travel all the way to the Wilderland, meeting new companions along the way.

This game will be organized into 'legs' of the journey to Wilderland, beginning in the Shire and progressing to Bree, Rivendell, the Gap of Rohan, and then up the Anduin into the Wilderland proper. With each leg of the journey, players will have the opportunity to swap out characters for new ones, with new Cultures becoming available as your each new places. This is both to adhere to the feeling of Lord of the Rings (Legolas didn't join the Fellowship in the Shire, after all), and to give players the opportunity to explore many different ideas for characters.

To clarify, at the start of the game Hobbits and Bree-folk will be the available cultures. Dunedain (i.e. rangers like Aragorn) and dwarves will open up once the PCs reach Bree (the dwarves have spent a long time wandering as blacksmiths and other workers, and not all have returned to the Mountain yet), Mirkwood and High Elves will become available in Rivendell, Rohirrim and Woodmen in the Gap of Rohan, and finally Beornings and the Men of the Lake in the Wilderland proper.
